Buying a Phone

Now-a-days in my country most phones are sold unlocked, because people would prefer to change TelCom whenever they change address as each TelCom have advantages and disadvantages. There are places where a certain TelCom would have no signal while the other would have full bars. So, unlocked phone is beneficial for people in my country, but in other countries, I just don't know how they do it.
